Treatment Rules

Table 1 below shows the pavement treatment options defined by ADOT for consideration in its Airport Pavement Preservation Program (APPP) along with their estimated base 2025 unit costs. Pavements with a PCI falling below 55 for NPIAS AC-surfaced pavements; 55 for non-NPIAS AC-surfaced apron, T-hangar, and helipad pavements; 40 for non-NPIAS AC-surfaced runway and taxiway pavements; and 65 for PCC pavements were not eligible for the APPP and instead have been identified as requiring major rehabilitation. The unit costs vary by county and were therefore adjusted for each airport according to the county in which the airport is located. A summary of the county-based cost adjustments is provided in Table 2.

Table 1. Summary of ADOT's APPP treatment set options.
Treatment Name Treatment Trigger 2025 Unit Cost1
Asphalt Emulsion Seal Coat (P-608) Under the unlimited funding analysis, a P-608 application is considered for asphalt-surfaced pavement sections with a section PCI greater than or equal to 75 for runway pavements and 70 for other uses and minimal amounts of raveling present (less than 5% for medium-severity and 1.5% for high-severity). This treatment type results in a 3-year life extension. The pavement section must be at least 2 years old, and reapplication is allowed every 4 years if the predicted PCI for that year is still within the allowable range.

Under the constrained funding analysis, the above rules apply with exception that the PCI must be between 75 and 85 for runway pavements and between 70 and 85 for other uses. Reapplication is allowed every 6 years.
$11.30/sy for runways;

$10.00/sy for other pavements
P-608 Heavy (P-608H) Under the unlimited funding analysis, a P-608H application is considered for asphalt-surfaced pavements with a section PCI greater than or equal to 55 for all pavements. This treatment type results in a 10-year life extension. The pavement section must be at least 4 years old. Reapplication is not allowed.

Under the constrained funding analysis, the above rules apply where the PCI must be greater than or equal to 55 for all pavements. Reapplication is not allowed.
$14.30/sy
Thin (1-inch) Asphalt Overlay Under the unlimited funding analysis, 1-inch asphalt overlays are considered for asphalt-surfaced pavement sections that have a PCI between 55 and 60 for all pavements. This treatment can only be applied once during the analysis period. There are no minimum pavement age requirements for this treatment to be applied. This treatment is not applicable to situations where transition issues and/or pavement drop-offs make this an undesirable solution. It is not allowed if a 1-inch overlay has been applied as part of the APPP in the past. A P-608 application is allowed 2 years after a thin asphalt overlay.

Under the constrained funding analysis, the above rules apply with exception that no other subsequent treatments are allowed during the analysis period.
$43.80/sy for a section area less than 75,000 sf;

$26.00/sy for a section area greater than or equal to 75,000 sf
Mill and Thin (1-inch) Asphalt Overlay Under the unlimited funding analysis, mill and place 1-inch asphalt overlay is considered for existing asphalt-surfaced pavement sections that have a PCI between 55 and 60 for all pavements. This treatment can only be applied once during the analysis period. There are no minimum pavement age requirements for this treatment to be applied, and it is only for use on pavements that have a structure of 2-inches or more of AC top mat. Historical cross sections are investigated once the analysis is prepared to make sure that the asphalt thickness is more than 2-inches. A P-608 application is allowed 2 years after a mill and thin asphalt overlay.

Under the constrained funding analysis, the above rules apply with exception that no other subsequent treatments are allowed during the analysis period.
$58.80/sy for a section area less than 75,000 sf;

$36.00/sy for a section area greater than or equal to 75,000 sf
Mill and Thick (2.5-inch) Asphalt Overlay Under the unlimited funding analysis for non-NPIAS airports, mill and place 2.5-inch asphalt overlay is considered for existing asphalt-surfaced pavement runway and taxiway sections that have a PCI between 41 and 55.

This treatment can only be applied once during the analysis period. There are no minimum pavement age requirements for this treatment to be applied, and it is only for used on pavements that have a structure of 3-inches or more of AC top mat. Historical cross sections are investigated once the analysis is prepared to make sure that the asphalt thickness is at least 3 inches. If the existing asphalt thickness is less than 3 inches, the asphalt overlay will be applied without milling. A P-608 application is allowed 3 years after a mill and thick asphalt overlay.

Under the constrained funding analysis, the above rules apply with exception that no other subsequent treatments are allowed during the analysis period.
$91.80/sy for a section area less than 75,000 sf;

$56.00/sy for a section area greater than or equal to 75,000 sf
Concrete Joint Resealing and Spall Repair This treatment has the same rules for both the unlimited funding and constrained funding analyses. Concrete joint resealing is considered for concrete sections with a PCI between 65 and 85 that are exhibiting greater than 15% density of joint seal damage. If most of the joint seal damage is low-severity, the joint resealing is scheduled for Year 3 of the analysis or greater; if it is medium-severity, it is scheduled for Year 2 or greater; and, if it is high-severity, it is scheduled for Year 1 or greater. This treatment can only be applied once during the analysis period, and it results in a 3-year life extension. $18.00/sy

Notes:

  1. The unit cost includes crack sealing, crack repairs, or patching, or any other necessary repairs that need to take place prior to applying selected treatment on AC-surfaced pavements. In addition, mobilization, barricading, and final paint striping costs are also included in the unit cost, as applicable.
